Gonna answer slightly out of order here, but yes, characters aligned with either faction will stay in town and keep doing their own thing as they see fit.

This division will become clearer once we lay out the mechanic, but characters are only pledging their allegiance with each faction, not necessarily joining it outright (though that option may be possible down the road). Night Marketeers won't have to seclude themselves on the Helix station and Wild Hunters aren't bound to the woods hermit lifestyle. We've got those limits in place for now to prevent splitting the game down the middle physically, which would limit who can thread with whom, and we don't want to impose that massive of a change.

As far as joining the Wild Hunt on raids to mess with other characters, you absolutely can! You're welcome to harass each other ICly as you see fit, as well, provided it's all in good fun OOCly. All of these things could be submitted as explorations, or by way of mod PM if you'd rather be sneaky about it.

This isn't a direct answer to your question, but once the Wild Hunt "hired labor" mechanics are in place, we have a system prepared to allow for players to NPC various Wild Hunt members, similar to how we allow players to NPC shopkeepers for the Night Market. It's meant to allow players to play "cameo characters" that aren't actually in the game, but PCs aligned with the Wild Hunt are welcome to get in on the action, too. That's a cool idea, actually, and we hadn't considered it until you asked, so thank you for chiming in!

Oh, and just to clarify—the Wild Hunt player NPC system won't be an AC reward because it won't be as limited as the Night Market. Anyone will be able to get in on NPCing for the Wild Hunt, so you wouldn't be sacrificing a coveted opportunity by playing your PC instead of an outside cameo character.
