well if jesse is out on the streets a lot, javert will probably watch and/or stalk him a little just because he's weird and wants to see what he's up to. they can always run into each other that way or some other way, depending on what happens when the game starts.

i honestly have no idea how they will get along but javert + criminal cr is a+
